The strategic plan of the Vanuatu Department of Climate Change for 2021-2023, outlines the operational priorities and actions to reduce climate risks and enhance sustainable development. The Plan mission is to promote an enabling environment encompassing climate governance, adaptation and mitigation approaches via inclusive and equitable services. The Plan presents an “interwoven approach” to resilient development that seeks to deepen engagement between different actors, from governments, to civil society organizations, to the private sector, to individual citizens. The text further emphasizes new forms of collaboration, streamlines traditional roles and responsibilities, and expands access to knowledge and experiences in pursuit of a collective vision for a more resilient Vanuatu. The Plan envisages 3 mandates as follow: to ensure that high quality services are provided in relation to climate change in Vanuatu (1); to promote capacities of governments, communities and organizations to understand and respond to risks arising from climate change (2); and to ensure that the government and the public are informed of matters related to climate change, and are able to make effective use of such information and data, to respond to such events, in order to protect the environment and the safety and welfare of the community (3).
Strategic priorities and action plans of the document are divided in threes sections of systems, themes and cross cutting issues. In the systems section reference is made to governance, finance, and knowledge and information. Themes provides for climate change adaptation, low carbon development, and response to climate change. Cross cutting issues include capacity building, monitoring, gender equality, data sharing, partnership development and mainstreaming climate change. The text contains 3 Annexes.
