This Action Plan is a national policy with a cross-sectoral approach. The timeframe of this Action Plan is 9 years between 2015 and 2023. The purpose of the 2023 Action Plan is to achieve long-term fiscal reform and long-term sustainable growth by addressing the fiscal and economic challenges leading up to and post Financial Year 2023.
Food security will be ensured through increased production in the agriculture, livestock and fisheries sectors. The supply of fresh fruits, vegetables and fish products will be increased to contribute to food security.
Peasants and fishers will be promoted to sustain their livelihoods. Extension services will be provided to equip farmers associations and cooperatives with appropriate technology.
An improved enabling environment for economic growth will be achieved through the economic reform and private sector led development. Efforts will be given to diversify trading partners and seeking preferential market access opportunities. The growth will be achieved especially in the private sector to produce jobs and entrepreneurial opportunities. Furthermore, the entrepreneurs capacity will be strengthened to formulate fundable business projects. In addition to that, Investment Development Fund will be established to provide capital to private sector investments that have potential to create employment opportunities for the citizens and generate new inflow of revenue to the economy. Tourism sector will be developed to maximize its contribution to the economic growth. Investments will be attracted to the tourism sector. Access to historical and tourist sites will be improved in accordance with sustainable tourism principles. A National Tourism Authority will be established. An accreditation system will be developed and integrated into the tourism sector. As a key productive sector for sustainable economic growth, agriculture sector will be developed. A National Agriculture Research Center will be established to carry out research studies to increase agricultural production in compliance with the food safety and quality requirements. To this end, quality compliance centers will be established to meet sanitary and phytosanitary standards. Moreover, quarantine, treatment and processing facilities will be built. The capacity of farmers and fishers will be increased through training for handling, processing, packaging, storage, and marketing processes. The Competent Authority will be established to facilitate fish exports to European Union. Coastal zone management will be strengthened through coastal fisheries monitoring. Fisheries and aquatic resources will be protected against diseases by developing National Aquatic Animal Health Strategy. Relevant legislation will be developed for the regulation of the energy sector to ensure energy conservation and efficiency. The participation of private sector will be encouraged in the energy sector to improve energy efficiency. The use of renewable energy resources will be promoted. Infrastructure will be developed to achieve economic growth in Micronesia. Land survey and boundary identification in the States will be completed to determine sites suitable for commercial development. Land reform will be carried out to register the land titles of land available for development and to improve land use planning.
