The Government of the Republic of Tajikistan and the Government of the Islamic Republic of Afghanistan in order to further develop and strengthen friendly and good neighborly relations between two countries, strengthening cooperation in the development and management of water resources of the Pyanj and Amu Darya rivers, have agreed to join their efforts to solve the problems of improving the hydrology monitoring system, including the control, processing and transmission of information, and came to the following agreement: (a) coordination and determination of joint observation points, level size, flow rates, water quality and other indicators of hydrology; (b) carrying out analyzes and supplementing information and reports received from observation stations and hydrology measurements; (c) carrying out construction and restoration work in the former observation points agreed between the Parties; (d) provision of operational information in case of floods, mudflows and drought in the basins of the Pyanj and Amu Darya rivers; (e) conducting joint research to determine the choice of additional sites for hydrological observation points and the detection of sources of floods, mudflows and natural disasters; (f) if necessary, joint research and exchange of experience in the field of hydrology; (g) creation of favorable conditions for work in the field of restoration of former hydrological stations and the identification of new stations; and (h) irrigation of the coastal land of the Pyanj (Amu Darya) rivers in the territories of the Republic of Tajikistan and the Islamic Republic of Afghanistan as agreed by the Parties.
