The subject of this Agreement is the import of irradiated nuclear reactor fuel assemblies to the Russian Federation for temporary technological storage with subsequent processing, and also the return of radioactive waste to the Republic of Belarus. The Parties shall facilitate the timely receipt of licenses (permits) required for cooperation within the framework of this Agreement, in accordance with the laws of each state of the Parties. In order to implement the cooperation provided for by this Agreement, the competent authority of the Russian Party ensures that Russian authorized organizations carry out the following activities: (a) organization and implementation of cargo transportation across the territory of the Russian Federation; (b) implementation of radiochemical processing of irradiated fuel assemblies of nuclear reactors at the end of the period of temporary technological storage in accordance with the technological processes used at Russian enterprises; (c) formation of batches of radioactive waste for subsequent transportation to the Republic of Belarus, their technological exposure on the territory of the Russian Federation in order to reduce residual heat generation and activity to ensure safety during transportation and further handling of them; (d) obtaining the necessary licenses (permits) in accordance with the legislation of the Russian Federation; (e) carrying out other work that may be agreed upon by the authorized organizations of the Parties. Radioactive waste must be returned to the Republic of Belarus. The nomenclature, quantity and activity of radioactive waste to be returned are determined based on the conditions of equivalence of the activity of imported irradiated nuclear reactor fuel assemblies and the activity of returned radioactive waste according to a methodology that must be agreed upon by the competent authorities of the Parties before the first export of irradiated nuclear reactor fuel assemblies to the Russian Federation.
This Agreement is open-ended. Each Party may terminate this Agreement by sending written notice to the other Party. In such case, it becomes invalid one year after receipt of such notification.
