Inland waterways shall be intended natural or artificially created routes of water communication, indicated by navigation signs or otherwise used for shipping purposes located in the territory of the Parties. Port shall be intended a complex of structures located on land area and water area of inland waterways, equipped and open for entry and maintenance of vessels and passengers, loading, unloading, receiving, storing and release of cargo, interaction with other types of transport. Vessel shall be intended any self-propelled or non-self-propelled floating structure intended for use for navigation purposes, entered into the appropriate state register of vessels of one of the Parties in accordance with its legislation and floating under its flag, with the exception of military and border ships, military auxiliary ships and vessels used for ensuring the security of facilities under state protection. This Agreement defines the procedure and conditions for navigation on the inland waterways of the Parties for which, in accordance with the laws of the Parties are allowed to sail ships under foreign flags. Vessels flying the flag of a Party may carry out navigation: (a) between ports located on inland waterways of one Party, and ports located on the inland waterways of the other Party; (b) from ports located on inland waterways of the other Party, to the ports of third Parties and in the opposite direction; and (c) for transit purposes. In case of an accident, natural disaster and other exceptional cases, the vessel may stop at any suitable location. Navigation of vessels of one Party on inland waterways of the other Party is carried out in compliance with its legislation regulating navigation on the specified inland waterways, environmental protection requirements and fire safety of the other Party.
