The Chuuk Joint State Action Plan for Disaster Risk Management and Climate Change is a policy at the state level with a cross-sectoral approach. The purpose of this Action Plan is to secure the future of the state as well as to protect livelihoods and environment by addressing risks associated with climate change and disasters across six key priority areas and all parts of the community.
The linkages of this Action Plan to national, regional and international policies and frameworks will be strengthened. Existing legislation, policies and plans will be developed to take actions for addressing risks from local to global level associated with climate change and disasters. Community resilience will be increased by raising awareness in preparing to and responding to disaster risk and climate change. Infrastructure in Chuuk State will be improved to withstand disaster risks and the negative impacts of climate change. Risk assessment will be carried out for infrastructure planning and development and shoreline protection in order to mitigate risk and strengthen preparedness for disaster and climate change. Moreover, afforestation will be increased in mangrove forests to strengthen shoreline protection. Agricultural production will be increased through climate-smart agricultural practices. The collaboration between the Chuuk State Department of Agriculture and the private sector will be strengthened to increase the potential of commercial farming. Policies will be developed on sustainable land management and forest use. The capacity of private sector will be enhanced to support disaster preparedness and response. Disaster preparedness and environment friendly actions will be encouraged in the private sector through tax incentives. Water security will be ensured by increasing the resilience of water supply systems to climate change and disasters. Environmental protection will be strengthened through improved waste management and recycling. The health status of all citizens will be improved with a special emphasis on women, children, people with disability and elderly. Climate change adaptation and mitigation and disaster risk management will be integrated into the formal education system to generate skilled workforce.
The Chuuk Disaster Emergency Operation Centre Coordination Office shall be responsible for monitoring and evaluation and reporting of the implementation of the Joint State Action Plan on Disaster Risk Management and Climate Change.
