This Code establishes liability for offenses committed on the territory of the Kyrgyz Republic. Individuals and legal entities are subject to liability for committing offenses. Liability for committing offenses is based on the principles of legality, equality before the law, presumption of innocence, inevitability of liability for violation, justice, individualization of penalties, and humanism. Individuals are subject to liability for encroachments on human and citizen health, property rights of individuals and legal entities, violation of public order, as well as other requirements established by regulatory legal acts, as provided for by this Code. This Law establishes liability for the following offences: (a) violation of the procedure for practicing traditional medicine (treatment); (b) intentional or careless sale of poor-quality food products, including home-made ones, with an increased content of chemical, toxic, carcinogenic substances and biological additives; (c) violation of rules for maintaining silence (noise pollution) in populated areas or public places; (d) violation of the rules for involving certain categories of persons in the liquidation of radiation accidents or their consequences; (e) violation of the rules for attracting and using foreign labor in the Kyrgyz Republic; (f) failure to take measures to destroy wild-growing drug-containing plants by persons in charge of land plots, or sowing or growing drug-containing crops prohibited for cultivation in small quantities; (g) disposal of household waste and other items in unauthorized places; (h) damage to waterworks, destruction of a collector-drainage (sewerage) system, as well as intentional or careless violation of the rules for their operation; (i) unauthorized connection to water supply, sewerage or central heating systems; (j) violation of the rules for the transportation of hazardous by the driver; (k) violation of environmental security requirements during scientific research; (l) violation of requirements for pesticides and agrochemicals, their manufacturing processes; (m) failure to comply with the requirements of the state environmental audit; (n) violation of rules for combating quarantine pests, plant diseases or weeds; (o) violation of land-use planning requirements; (p) violation of requirements related to forest fires, afforestation and reforestation; (q) illegal fishing and huntingю The document specifies various measures aimed at ensuring compliance with regulatory requirements.
