The scope of the Concept is to determine the directions of further development and mechanisms for improving the housing and communal services sector in the medium term to provide high-quality housing and communal services to consumers in order to ensure comfortable living conditions. The management structure of the housing and communal services sector includes the Ministry of Housing and Communal Services, the relevant structural divisions of local executive and administrative bodies, state associations, national (except for organizations included in the system of the Ministry of Energy), regional, city and district communal unitary enterprises.
The housing and communal services infrastructure is the property of administrative-territorial units. Local executive and administrative bodies, in accordance with the legislation, ensure: (a) effective management of municipal property; (b) conditions for the development of competitive (market) relations in the housing and communal services sector; and (c) gas, electricity, heat and water supply, sewerage, supply citizens with fuel and provision of other housing and communal services in the relevant territory.
The Concept defines development and implementation of targeted territorial programs and housing and communal services: (a) improving the quality of housing and communal services, the efficiency of using the housing stock and infrastructure of housing and communal services; (b) reduction of costs for providing housing and communal services to the population; (c) improving the system of handling solid municipal waste and secondary waste; (d) maintenance and further improvement of the amenities of populated areas; and (e) increasing the efficiency of the management structure, creation increasing the efficiency of maintenance, capital positive image and prestige of working in the housing and utilities sector.
