The purpose of this Decree is to regulate matters delegated by the Special Act on Support for Agricultural and Fishery Employment Personnel and matters necessary for its implementation.
Key provisions include the criteria for selecting exemplary workers, which require candidates to have been employed for at least three years in the same agricultural or fishery management entity and to meet one of several qualifications. These qualifications include contributions to technological advancements, community service in the agricultural sector, or ongoing employment and skill acquisition that will benefit future agricultural development. The Ministry of Agriculture, Food and Rural Affairs and the Ministry of Oceans and Fisheries are responsible for formulating detailed selection criteria, evaluation methods, and procedures for identifying these outstanding workers. They are also tasked with notifying local government officials and publicizing selection plans on their respective websites. Additionally, the Decree stipulates the establishment of specialized institutions for supporting agricultural employment personnel, which must meet specific criteria related to workforce training, supply management, and public awareness initiatives. The Decree emphasizes the importance of conducting annual surveys to assess the status of agricultural employment personnel, ensuring that policies are informed by current data.
