This Law consisting of 25 articles aims to (i) develop the projects and enterprises to become main supporter of the economic development in the State; (ii) disseminate and promote the culture of research, innovation, creativity and entrepreneurship; (iii) coordinate the efforts of the concerned authorities to develop the projects and enterprises; (iv) enhance the competitiveness of the projects and enterprises to provide employment opportunities; (v) set programs and initiatives aiming at developing the projects and enterprises; (vi) motivate and support UAE nationals to enter the labour market in the field of projects and enterprises and to contribute to the GDP of the State; (vii) strengthen the State's position as a centre for entrepreneurship and establishment of projects and enterprises. Article 5 establishes that shall be formed a Council of Small and Medium Projects and Enterprises to report to the Ministry with the following main tasks (i) set and develop the strategic policies and plans for the development of the projects and enterprises; (ii) develop the controls and rules necessary for coordination between the program and the concerned authorities; (iii) follow the performance indicators of the program and approve its annual report concerning projects and enterprises; (iv) conduct periodical review of the effectiveness of the classification criteria of the projects and enterprises. Furthemore, at the Ministry shall be established a National Program of the Small and Medium Projects and Enterprises with the following competencies (i) conducting periodic evaluations of projects and enterprises, addressing challenges, and proposing solutions; (ii) coordinating with government entities and the private sector; (iii) collaborating with authorities to provide benefits and incentives to these initiatives; (iv) engaging with regional and international entities; (v) developing educational programs to encourage project and enterprise creation, identifying investment opportunities and risks; (vi) creating a database to register and classify projects and enterprises; (vii) encouraging self-employment, cooperation, and integration among these initiatives; (viii) approving requests for concessions to member projects and enterprises based on local funds, institutions, programs, and authorities. Under Article 10 it is established that the owners of the projects and enterprises that are members of the program may benefit from the facilities and incentives offered by the public and private sectors. The UAE nationals member in the Program can benefit from both the facilities and incentives provided by the federal and local authorities and by the private sector. Article 17 regards the mechanism for providing credit facilities and financing the activities of the projects and enterprises.
