The Convention applies to the area and activities as defined in the Definitions Section. The text of the Convention consists of a Preamble and 14 articles: Definitions (1); Measures Regarding National and Vessels (2); Measures Against Driftnet Fishing Activities (3); Enforcement (4); Consultation with Non-parties (5); Institutional Arrangements (6); Review and Consultation Among the Parties (7); Conservation and Management Measures (8); Protocols (9); Signature, Ratification and Accession (10); Reservations (11); Amendments (12); Entry Into Force (13); Certification and Registration (14). "Each Party undertakes to prohibit its nationals and vessels documented under its laws from engaging in driftnet activities within the Convention Area" (art. 3). "Each Party shall take appropriate measures to ensure the application of the provisions of this Convention". Parties shall collaborate to facilitate surveillance and enforcement (art. 4). Functions of the South Pacific Forum Fisheries Agency are described in article 6.
Deposited with the Government of New Zealand. The Forum Fisheries Agency, the South Pacific Commission, the Forum Secretariat and the South Pacific Regional Environment Programme/United Nations Environment Programmme were represented in the meeting on the Convention by observer delegations.
