This Government Decision establishes the legal framework regarding protection measures against the introduction and spread on the national territory of quarantine organisms harmful to plants or plant products. The Ministry of Agriculture and Food, through the National Phytosanitary Agency, represents the central authority in the field of phytosanitary quarantine organization and function. The Central Laboratory of Phytosanitary Quarantine is the technical body of phytosanitary quarantine authorized for the diagnosis, forecast and warning of harmful organisms, which organizes and conducts customs phytosanitary inspection. Natural or legal persons exercising a right regarding management of plants, plant products or regulated plant species, carriers of quarantine organisms, are obliged to immediately inform the phytosanitary quarantine bodies and take countermeasures, under the control of the county phytosanitary directorates and, respectively, of the municipality of Bucharest. order to prevent the spread of quarantine organisms, the Ministry of Agriculture and Food establishes measures regarding the circulation of plants, plant products or regulated plant species, which come from contaminated areas, as well as to combat the respective organisms. The National Phytosanitary Agency, through the county phytosanitary directorates and, respectively, of the municipality of Bucharest, establishes the phytosanitary quarantine regime or revokes it. Producers and importers of plants, plant products or regulated plant species, provided in the phytosanitary regulations, shall be registered at the county phytosanitary directorate and, respectively, at the Bucharest municipality, according to the procedure approved by the Minister of Agriculture and Food.
