These Regulations are made in exercise of the powers conferred by section 3 of the Harbour Act. They apply to vessels entering or using the Harbour or Port Victoria or plying within the Seychelles coastal waters. The dues and fees specified in Schedules 1, 2 and 3 are payable by the owner, master, operator or agent of the vessel, as applicable. This also includes fees payable by reefer/fishing vessels. A vessel shall not be given clearance to leave the Harbour or Port Victoria unless all dues and fees are paid. Port clearance under these Regulations shall be obtained by all international vessels leaving the Harbour on payment of fees and dues as specified. The supply of fresh water in the Harbour shall be provided by the Authority. All requests for services to the Authority shall be charged an administrative fee as specified in Schedule 1.
