Regulation 3 specifies the nuisances and in addition to that, any act or any contravention of the provisions of any other regulations made under the Health Services Act, which affects the public health or safety, shall be deemed to be a nuisance. The listed nuisances include: insects capable of transmitting or causing disease in food premises; any water supply system which is not maintained in a sanitary manner; any water-tap, pipe, pump or other means of obtaining water which needlessly allows water to run to waste, accumulate and become stagnant; any water supply system in such a condition that the water passing through, when used for domestic purposes, could be injurious to health; any sanitary inconvenience as to be insanitary, offensive, injurious or dangerous to health; any discharge of any industrial waste or other noxious matter into the sea or into any river, ravine, watercourse, pond, ditch, drain or other place. Moreover, Regulations 5 and 6 lay down offences and penalties for the acts in contravention to these regulations.
