This Industrial Sector Development Strategic Plan is a nationwide setoral document aiming at building an advanced industrial society built on a culture of services and products industries, characterized by added-value and dynamism based on innovation, development and renovation, which rely on the Lebanese human capacities, advanced education systems in high schools, universities, research centers and technical institutes, in addition to appropriate administrative support for legislations and regulations, the vital public-private partnership (PPP), the investment, and banking sector's contribution.
The Industrial Plan aims to (i) increase the industry s contribution to the national product at an annual rate between 2% and 18%; (ii) increase industrial exports by 5% annually over the average recorded in 2019; (iii) reduce the deficit in the balance of trade and in the balance of payments by 5% annually compared to its rates in 2019; (iv) reduce unemployment and create new decent and sustainable job opportunities, particularly for university graduates and professionals; (v) reduce factories energy cost by 20% by promoting the use of alternative energy; (vi) encourage and support existing industries; (vii) shift to knowledge economy and launch new industries; (viii) encourage sustainable and environment friendly industry frameworks; (ix) build upon the competitive capacities and capabilities; (x) integrate the Lebanese economy into international markets. The Plan s implementation approach rest on the following pillars (i) provide liquidity and motivate investors; (ii) protect the existing industry by reducing industrial costs and protecting national products; (iii) improve the business environment; (iv) develop industrial infrastructures; (v) develop and create competitive advantages building on the Lebanese human capacities; (vi) establish and develop regional and global markets, supporting promotion and marketing, raising awareness and raising product quality standards.
The industrial sectors concerned are (i) food; (ii) light and assembly; (iii) construction materials; (iv) construction materials; (v) fashion, textile, clothing, leather, and furniture design; (vi) jewelry; (vii) pharmaceuticals, medicines, nutritional supplements and medical equipment; (viii) petro-chemical and oil derivatives industries in view of oil and gas exploration results.
