The Policy classifies social protection into four major components, i.e., social assistance, social insurance, essential services and labour market policies, under which it further categorizes various sub-components, instruments and programmes. The Policy emphasizes innovation, creativity, transparency and visualizes the reinforcement of workable, local solutions to address the regional disparity and spatial poverty. The Policy further reserves a special focus for marginalized communities, such as people with disabilities, the elderly, out of school children, youth and women, transgender persons, minorities and informal workers. The vision of the Policy is to establish an inclusive social protection system in Khyber Pakhtunkhwa, guided by the welfare principles of Islam, to enable its citizens to attain a socially acceptable standard of living and pursue their personal, social and economic development. The Policy mission is to implement an integrated, comprehensive and responsive social protection system in Khyber Pakhtunkhwa to extend the maximum coverage to the poorest and most vulnerable members of society.
With a view to promote sustainable social protection, the Policy aims to enhance the productive capacity of welfare beneficiaries with low-human capital and provide them with an opportunity to build their skills and enhance their employability to foster sustainable livelihoods. The Policy principles are Building Institutional Capacity and Good Governance; Integration and Efficiency; Inclusive and Participatory; Rights-based Approach for Dignity and Equality; Adequate Resourcing and Sustainability; Human Capital Development to reduce Inter-Generational Poverty; Adaptive and Responsive; and Islamic Welfare. The text has few amendments.
