This Law defines the legal, economic and organizational basis for the development of dog breeding and cynological activities and is aimed at protecting the gene pool of purebred dogs, and also regulates relations arising from the breeding, raising and use of dogs. Dog breeding is a type of activity carried out for the purpose of breeding, keeping dogs and improving their breed. Cynology is a science that studies the origin and evolution of dogs, their anatomy and physiology, breeding, maintenance, feeding and use. Turkmen Alabai dogs - purebred dogs created over many centuries by Turkmen folk selection. The purpose of the legislation of Turkmenistan on dog breeding and cynological activities is to improve selection and breeding work in dog breeding, protect the purebred dogs included in the national gene pool, develop dog breeding and cynological activities by creating legal guarantees for increasing and improving dog breeds. The legislation of Turkmenistan on dog breeding and cynological activities is based on the following basic principles: (a) regulation of relations in the field of dog breeding and cynological activities in accordance with the goals and objectives of state policy; (b) providing qualified workers in the field of dog breeding and cynological activities; (c) suspension or prohibition on the territory of Turkmenistan of international and foreign standards for certain breeds of dogs; (d) ensuring the registration of Turkmen Alabai dogs and other purebred dogs, respectively, in the State Stud Book and the State Register of Purebred Dogs; (e) determination of the breed of dogs subject to sexual interbreeding in order to improve the qualities of other dogs, except for Turkmen Alabai dogs and Turkmen thoroughbred dogs Tazy; (f) state stimulation of breeding dog breeding, preservation of the gene pool of rare and endangered breeds of dogs; (g) creating the necessary conditions for the normal state of health of dogs and providing appropriate veterinary services; (h) compliance with environmental, zootechnical and veterinary and sanitary requirements in the field of dog breeding and cynological activities; (i) ensuring state control over the implementation of the legislation of Turkmenistan on dog breeding and cynological activities, rules and regulations established in this area; and (j) implementation of international cooperation in the field of dog breeding and cynological activities. This Law consists of IX Chapters divided into 42 Articles. Chapter I lays down general provisions. Chapter II regards state regulation in the field of dog breeding and cynological activities. Chapter III regards management of dog breeding and canine activities. Chapter IV establishes the right of ownership to dogs, regulates management of owned dogs and ownerless dogs and establishes penalties for cruelty to dogs. Chapter V regulates dog shelters and temporary keeping of dogs. Chapter VI regulates import and export of dogs. Chapter VII regulates scientific support and training of dogs. Chapter VIII regulates trade, gifting and possession of dogs. Chapter IX lays down final provisions.
