This Law defines the legal and organizational principles of activities in the areas of ensuring the protection of animal health and welfare, veterinary practice, production, circulation and use of veterinary drugs, as well as the circulation of byproducts of animal origin. The scope of this Law extends to public relations regarding: (a) ensuring animal health; (b) ensuring animal welfare; (c) veterinary practice; (d) circulation of animal by-products; and (e) manufacturing, circulation and use of veterinary drugs, active substances (active pharmaceutical ingredients), medicated feeds and intermediate products for the manufacturing of medicated feeds, as well as substances with anabolic, antimicrobial, antiparasitic, anti-inflammatory properties that can be used as veterinary drugs. This Law shall not be applicable to foodstuffs of animal origin and fodder of animal origin (except for medical fodder). The main directions of state policy in the field of veterinary medicine shall be as follows: (a) development, approval and application of veterinary and sanitary measures; (b) elimination or reduction of the risks of the spread of zoonoses and diseases caused by them in the population; (c) protection of the territory of Ukraine from the introduction of animal diseases from quarantine zones or territories of other states; (d) protection of animals and the population from animal diseases and their pathogens by implementation of preventive, diagnostic and therapeutic measures; (e) development and implementation of effective measures for detection, localization, control and, if possible, elimination of endemic animal diseases and elimination of exotic animal diseases introduced into the territory of Ukraine; (f) implementation of measures to eliminate outbreaks of animal diseases in order to reduce animal losses, and in the event of zoonoses - to reduce the risk to humans; (g) implementation of measures to prevent antibiotic resistance; (h) monitoring of feed and water to ensure their suitability for consumption by animals and to prevent the transmission of animal diseases through them; (i) establishment of requirements for the manufacturing, circulation and use of veterinary drugs and implementation of control over their compliance; (j) ensuring correct, effective and safe application of veterinary drugs; (k) implementation of the animal identification system; (l) promotion of education and improvement of qualifications of veterinary medicine specialists; (m) promotion of implementation in practice and wide application of scientific achievements in the field of veterinary medicine; and (n) exercise of state control over ensuring the protection of animal health and welfare, implementation of veterinary practice, manufacturing and circulation of veterinary drugs, by-products of animal origin, strains of microorganisms, reproductive and pathological material. The appropriate level of protection of animal health and related human health is determined by the central executive body, which ensures the formation and implementation of state policy in the field of veterinary medicine, based on the proposals of the competent body and other state administration bodies in the field of veterinary medicine. Veterinary and sanitary measures are developed on the basis of quantitative or qualitative risk analysis. Natural persons who keep productive animals are obliged to keep information (records) regarding: (a) origin of animals; (b) treatment of animals (namely, records of a specialist in veterinary medicine, packaging with labelling of used veterinary drugs); and (c) feed additives in the case of their use (namely, the origin of feed additives, packaging with labelling of used feed additives). After receiving a notification about the suspicion of the presence of a notifiable animal disease, the chief state veterinary inspector of the relevant administrative-territorial unit issues an order to conduct an epizootic investigation, as well as to apply all or some quarantine measures (quarantine restrictions). During an outbreak of an animal disease, at the official request of the chief state veterinary inspector of the relevant administrative territorial unit or at the decision of the relevant state emergency anti-epidemic commission, the National Police of Ukraine are involved within their powers to carry out quarantine measures in accordance with the law. In case of detection or suspicion of human disease, the natural source of which are animals, the doctor of a medical treatment or diagnostic institution is obliged to immediately notify the state veterinary inspector of the relevant administrative-territorial unit. Owners (keepers) of animals are obliged not to cause animals unnecessary pain, suffering, injuries, as well as to ensure compliance with other requirements of legislation on veterinary medicine and animal welfare. Farm animals must receive full-rational feeding in an amount and with a frequency that corresponds to their age and species characteristics and is sufficient to maintain a proper physiological state. Feeding and watering of farm animals must be carried out in a way that makes it impossible to cause animals unnecessary injuries and suffering. Operators of facilities must ensure that animals are treated in a manner that does not cause them unnecessary pain and suffering during slaughter and operations related to slaughter, in particular: (a) animals must be kept clean and at the proper temperature conditions protected from falling, slipping, physical damage; (b) treatment of animals and their maintenance must correspond to the typical behavior of such animals; (c) there should be no signs of excessive pain or atypical animal behavior; (d) feeding and watering of animals should be carried out periodically, which provides their natural needs; and (e) animals must be protected from contact with other animals, which may cause a negative impact on their welfare. This Law contains XV Sections divided into 95 Articles. Section I lays down general provisions. Section II regards state management in the field of veterinary medicine. Section III establishes the principles of development, validation review and application of veterinary sanitary measures. Section IV regards protection of animal health. Section V establishes animal quarantine. Section VI regards animal welfare. Section VII regards state regulation of animal keeping and handling, production and handling of reproductive material, animal by-products, biological products. Section VIII regards education and science in the field of veterinary medicine. Section IX regards diagnostics and laboratory studies (tests). Section X regards manufacturing, circulation and application of veterinary drugs. Section XI regards financing, material and technical, social and information provision in the field of veterinary medicine. Section XII regards veterinary practice, licensed institutions and veterinary medicine specialists, public associations in the field of veterinary medicine. Section XIII establishes state control and liability for violations of veterinary medicine and animal welfare legislation. Section XIV regards international cooperation. Section XV lays down final and transitional provisions.
