This Law defines the general principles of formation, placement, storage, use, replenishment and renewal of the state material reserve and regulates relations in this field. The state material reserve is a special state stockpile of material values intended for use for the purposes and in the order provided by this Law. As part of the state reserve, an irreducible stock of material values is created (a constantly maintained volume of their storage). State materials reserve includes stocks of raw materials, material and technical and food resources for provision stocks of material and technical resources for the performance of priority works during the liquidation of the consequences of emergency situations and for the performance of other measures provided for strategic needs of the state. Replenishment of state material reserve stocks shall be intended release of tangible assets from the state reserve in connection with the expiration of the established period of storage of tangible assets, containers, packaging, as well as due to the occurrence of circumstances that may lead to spoilage or deterioration of the quality of products before the end of their storage period, provided simultaneous or subsequent delivery and depositing of the same amount of similar tangible assets in the state material reserve in accordance with the procedure established by the Cabinet of Ministers of Ukraine. Strategic needs of the state shall be intended the needs of the state in the stocks of raw materials, material, technical and food resources necessary to ensure the national security of the state, stabilize its economy and perform priority work during the liquidation of the consequences of emergency situations. The state reserve is designated for: (a) provision of Ukraine's needs in a special period; (b) providing state support to certain branches of the national economy, enterprises, institutions and organizations for the purpose of stabilizing the economy in the event of temporary violations of the terms of supply of important types of raw materials and fuel and energy resources, food, the occurrence of a disparity between demand and supply in the domestic market and participation in the implementation of interstate agreements; (c) provision of humanitarian aid; and (d) provision of priority works during liquidation of the consequences of emergency situations. Nomenclature of material values of the state reserve and norms of their accumulation, including irreducible stock, are approved by the Cabinet of Ministers of Ukraine. Part of the stocks of material assets of the state reserve may be stored at industrial, transport, agricultural, supply and sales and other enterprises, institutions and organizations regardless of the forms of ownership under contractual conditions.
