The purpose of this Law is to regulate issuance of permits from authorized persons for the performance of certain types of activities related to national security, financial stability, public interest, public health, and the environment, or to perform certain types of activities that are hazardous for the environment, issuance, extension, suspension and renewal of the permits for the limited use of resources and public property of the state, revocation, registration and control thereof, as well as general relations regarding the establishment of categories and lists of permits. All issued permits shall be subject to mandatory state registration. This Law shall not be applicable to land ownership permits, permits for operation of international and foreign non-governmental entities, religious permits, residence permits and permits for manufacturing, import and export of firearms for military purposes. Permits shall be classified as special and ordinary. A special permit is valid for at least five years, and an ordinary permit is valid for at least three years.
