This National Development Plan (NDPII) for Somaliland is a 5-year multisectoral document aiming at achieving the National Vision 2030 of a stable, democratic and prosperous country where people enjoy a high quality of life through the achievement of the following goals (i) reduce poverty through increased economic opportunities and coordinated investment in youth, services, production and infrastructure; (ii) increase resilience against the effects of climate change through improved management of the environment, strategic water management, food security and diversification of the economy; and (iii) maintain the human rights of every citizen through good governance, equal access to social services, and economic inclusion. The country development is based on the following 5 pillars (1) economic; (2) infrastructure; (3) governance; (4) social; and (5) environment. The document includes also a number of cross-cutting themes, such as employment, social protection, and youth.
To improve the production, the Plan envisages (i) an efficient, expanded and advanced production sector (including agriculture, livestock and fisheries) that enhances food security in a sustainable manner and is a prime driver of economic development; (ii) an increased area of land under agricultural cultivation; (iii) an increased tonnage of fish harvested from Somaliland waters; (iv) application of drought resilient agricultural practices; () collection and purification of local seeds landraces of food crops and fodder grasses through government and community seed banks.
As for food-related and nutrition interventions, the aim is to (i) end hunger, achieve food security and improved nutrition; (ii) reduce the number of stunted children.
Environmental protection is a basic target of different sectors, with special reference to (i) sustainable utilization of the country s energy, minerals and petroleum resources; (ii) urgent actions taken to combat climate change and its impacts; (iii) conservation and sustainable use of the oceans, seas and marine resources; (iv) increasing of protected coastline areas; (v) protection, restoration and promotion of sustainable use of terrestrial ecosystems; (vi) sustainable management of forests; (vii) fight against desertification, land degradation, and biodiversity loss.
To enhance an inclusive economic and social growth, the Government, among other, will (i) promote full and productive employment and decent work for all, including measures for pro-poor and vulnerable groups' access to finance; (ii) promote inclusive and sustainable industrialization; (iii) reduce inequality within and among countries, such as income inequality in urban and rural areas; (iv) ensure access to affordable, reliable, sustainable and modern energy for all; (v) ensure inclusive and equitable quality education and promote lifelong learning opportunities for all; (vi) increase farmers' and pastoralist average incomes through cooperatives and micro-financing initiatives; (vii) protect access rights for small-scale fishery; (viii) ensure that all men and women, in particular, the poor and the vulnerable have equal rights to economic resources and reduce all forms of discrimination against all women; (ix) aim to a nation which is water secure, where every citizen has access to adequate, clean, safe and affordable water and hygiene and sanitation standards in a sustainable manner.
As for Governance, the Vision of the document aims at achieving (i) a State where the rights of citizens are protected by democratic, transparent, accountable, effective and efficient public institutions; (ii) peaceful and inclusive societies for sustainable development, that provide access to justice for all and build accountable and inclusive institutions at all levels.
