This Instruction establishes a uniform procedure for issuing permits for extraction (collection) of animal and plant species listed in the Red Book of Ukraine. The objects of issuing permits are species of animals and plants listed in the Red Book of Ukraine, their nests, eggs, fruits, seeds, parts or products of these animals and plants. A permit for obtaining (collecting) animals and plants listed in the Red Book of Ukraine is an official document that certifies the right of scientific organizations and other institutions to use these species. Extraction (collection) of animals and plants listed in the Red Book of Ukraine is carried out in exceptional cases only for scientific and breeding purposes, including for reproduction and breeding in specially created conditions, with the permission of the Ministry of Ecology and Natural Resources of Ukraine. Permits, in accordance with requests (applications), are issued only to scientific organizations and other institutions whose tasks regarding the performance of work with species listed in the Red Book of Ukraine are determined by the relevant state scientific programs. Requests (applications) for extraction (collection) of animals and plants listed in the Red Book of Ukraine are submitted by scientific organizations and other institutions to the Ministry of Natural Resources three months before the planned extraction (collection) according to the form contained in the Annex No. 1. Extraction (collection) of animals and plants listed in the Red Book of Ukraine is not allowed without registration by nature protection authorities and without documents certifying the person responsible for extraction (collection). In the case of shooting animals listed in the Red Book of Ukraine, the permit is valid in the presence of hunting permit and other necessary documents. A permit for obtaining (collecting) animals and plants listed in the Red Book of Ukraine is a personal document, i.e., it is issued to the relevant person. It is prohibited to transfer the permit to other persons. Extraction (collection) of animals and plants listed in the Red Book of Ukraine is allowed only in the presence of responsible officials of the Ministry of Natural Resources or the State Environmental Inspection.
