This Procedure establishes the mechanism for keeping and using wild animals, including those listed in the Red Book of Ukraine or which are regulated by the Convention on International Trade in Endangered Species of Wild Fauna and Flora CITES), in captivity or in semi-free conditions, defines the rights and obligations of owners of wild animals, as well as control in this field. A separate procedure may be established for certain species (groups of wild animal species) in accordance with current legislation. This Order applies to legal entities and individuals who keep wild animals in captivity or in semi-free conditions on the territory of Ukraine, with the exception of economic entities carrying out economic activities in the spheres of fisheries and aquaculture. Keeping and breeding wild animals in captivity or in semi-free conditions is based on the following principles: (a) humane treatment of animals; (b) participation of local self-government bodies and bodies of executive power, public organizations in the field of animal protection from cruelty; (c) registration, regulation of the number of wild animals; and (d) mandatory compliance by owners of wild animals with the requirements of current legislation and this Order. Keeping wild animals in captivity is allowed if: (a) created conditions corresponding to their biological, species and individual characteristics; (b) the requirements established by the Law of Ukraine "On the Protection of Animals from Cruelty" have been met; and (c) available documents confirming the legality of the acquisition of a wild animal. It is not allowed to keep wild animals in captivity without creating appropriate conditions. Keeping wild animals in captivity is allowed for the purpose of: (a) demonstrations and carrying out of environmental and educational work during the organization of leisure time - in corners of living nature, zoological parks, national nature parks, regional landscape parks; (b) rehabilitation - in wild animal rescue and rehabilitation centers; (c) breeding and subsequent reintroduction - in biosphere and nature reserves, national nature parks, regional landscape parks, centers for breeding wild animals, zoological parks; (d) conducting scientific research (use for scientific purposes) - in research institutions and zoos; (e) use in spectacular events, in the organization of leisure time - in circuses; (f) breeding to increase the productivity of hunting grounds - in hunting farms; (g) use by private individuals for aesthetic purposes, including objects of the wild fauna species listed in the Red Book of Ukraine and CITES; and (h) temporary keeping (permanence) - in pet stores and at exhibitions, including objects of the animal world listed in the Red Book of Ukraine and CITES.
