The purpose of the Concept is: (a) preservation, improvement and restoration of natural and disturbed ecosystems, habitats of individual species and landscape components; (b) promoting the transition to a balanced use of natural resources; (c) increasing the level of public awareness on issues of biological diversity, as well as increasing citizen participation in activities aimed at its preservation; and (d) strengthening the responsibility for preserving biological diversity of enterprises, organizations and institutions whose activities are related to the use of natural resources or affect the state of the environment.
The objects of the Concept are the preservation of the diversity of all plants, animals and microorganisms (together with their habitats) in a state of natural freedom, in captivity or semi-free conditions, on land, in water, soil and air, which permanently or temporarily inhabit the territory, territorial sea, continental shelf and exclusive (maritime) economic zone of Ukraine. The preservation of biological diversity involves the protection of both individual species and their groups within certain territories, as well as ecosystems as a whole, together with their habitat.
The main areas of activity for the preservation of biological diversity are: (a) preservation of coastal and marine, river and floodplain, lake and swamp, meadow and steppe, forest and mountain ecosystems; (b) rehabilitation of agricultural landscapes and other areas of intensive economic activity; (c) conservation of species and populations; and (d) creation of a national ecological network.
