The President, in order to prevent and suppress unauthorized seizures of land on the national territory, maintain law and order, preserve land as a natural object, the basis of life, development and activity of the people of the Kyrgyz Republic, as well as protect the rights and legitimate interests of land owners and land users, decrees to empower the authorized representatives of the President of the Kyrgyz Republic in the regions, heads of local state administrations, city mayors, heads of aiyl okmotu (local government) together with law enforcement agencies and the authorized body in the field of supervision and control on compliance with land and water legislation with the following functions: (a) to develop and adopt a set of measures to prevent and suppress the facts of illegal unauthorized seizure of land; (b) to carry out systematically explanatory work among citizens about the inadmissibility of unauthorized seizure of land and about civil, administrative and criminal liability for these illegal actions; (c) in order to exclude seizures of land plots, plots under capital construction projects, structures, information about the location of the boundaries of which is not included in the state real estate cadastre, to carry out cadastral work to establish the boundaries of land plots on the ground; and (d) to strengthen control over the rational and efficient use of land plots allocated to land users for agricultural production, as well as owners of agricultural land.
