This Policy is adapted in light of Paris Agreement and aims for an ambitious economy-wide mitigation target in 2030. In response to climate change the Policy is addressing key vulnerable sectors including agriculture, forestry, water, infrastructure, energy, risk management, and health, ecosystems (wetlands, biodiversity, and mountains), water and sanitation, fisheries, transport, manufacturing, industry, and mining. The Policy is aiming to build an adaptive capacity at all levels, address loss and damage, and increase the resilience of communities, infrastructure, and ecosystems. The Policy commences by providing an updated picture of the national circumstances such as the geography, climate, and greenhouse gas (GHG) emissions profile; information on social and economic trends.
Chapter 2 of the Policy provides on adapting national plans for the agricultural development and strengthening governance, coordination and developing tools, technical working group and securing financial support. In Chapter 3 the Policy indicates the Uganda's intention to implement a suite of circular economy mitigation actions in the named sectors and sub-sectors to mitigate the GHG emissions. In this Part the Policy provides for the mitigation plans in agriculture, forestry, other land use (AFOLU), and energy sector. The text further provides for the additional mitigation measures in the solid waste and wastewater sectors and the Co-benefits of NDC implementation for short-lived climate pollutant and air pollutant. In the last part of the Policy, provisions are provided for means of implementation, climate finance needs, capacity building, and gender mainstreaming. The text consists of 4 Parts and has one Appendix.
