The Yap State Solid Waste Management Strategy is a policy at the state level with a cross-sectoral approach. The timeframe of this policy is 10 years between 2018 and 2027. The goal of this Strategy is to establish a technically sound and financially sustainable solid waste management system in order to ensure environmental sustainability and prevent the negative impacts on the environment and other sectors.
An integrated system will be established to ensure safe and effective management of household, institutional and commercial waste. Waste collection services will be expanded to rural area by designating some villages as Pilot Project villages. Planning, preparation, implementation and monitoring of Pilot Project villages will be strengthened for waste collection and this Pilot Project will be expanded to other communities. Moreover, waste collection system will be established in the area out of Colonia. Previous activities will be reviewed to strengthen waste collection service. Privatization of waste collection service will be expanded in Colonia area. Container Deposit Legislation system will be enhanced by establishing additional categories. New recycling centers will be established. Proper management of public disposal site will be strengthened by planning for O&M of disposal site and equipment. Data management will be developed and the incoming data, O&M data and cost will be included in the system. A tipping fee will be collected at disposal site based on the above mentioned management system. A present situation of organic material recycling will be promoted by other sectors to examine a utilization of wood chip produced from green waste disposed at disposal site. The collaboration between composting dissemination program will be promoted by the Division of Agriculture and Forestry. A policy will be developed in the field of green waste recycling. Promotion of green waste recycling will be progressed in line with the expansion of collection service.
An action plan is designed to be implemented for the first half of the period 2018 to 2022. To this end, general review of the Strategy will be undertaken in 2022 to update its relevance to the current needs and plan for the next activities for the remaining period of the Strategy.
