Methodological guide for the development of inventories of hazardous wastes and other wastes under the Basel Convention

INTRODUCTION

Parties to the Basel Convention are required under Article 13, paragraph 3, of the Convention to
transmit each year to the Conference of the Parties, through the Secretariat, information concerning
the measures they have taken towards its implementation and certain other information related to the
subject matter of the Convention. In order to assist parties to comply with their reporting obligations,
the Committee for Administering the Mechanism for Promoting Implementation and Compliance with
the Convention (hereinafter “the Committee”) has, over the years, been mandated by the Conference of
the Parties to undertake a number of activities to encourage timely and complete national reporting. The
present guidance, initiated under the 2012-2013 work programme of the Committee and finalized in the
framework of the Committee’s 2014-2015 work programme (contained in annexes to Decisions BC-10/11
and BC-11/8, respectively), is intended to support and complement these activities.

The Basel Convention on the control of transboundary movements of hazardous wastes and their disposal was adopted on 22 March 1989 and entered into force on 5 May 1992. As of 15 May 2015, 182 States and the European Union were parties to the Convention.

1. Introduction

The purpose of this Guide is to provide legal guidance and assistance in implementing
obligations under the Stockholm Convention on Persistent Organic Pollutants (“the
Stockholm Convention”) through the development of national legal frameworks.

The Guide is intended for use by countries that are Parties to the Stockholm Convention
in designing, establishing and implementing effective and efficient legal frameworks that
will ensure the environmentally sound management of chemicals. It may also be useful
for countries that wish to become Parties to the Stockholm Convention in the future.

Manual for the implementation of the Basel Convention

FOREWORD

At its third meeting in 1995, the Conference of the Parties (COP), by decision III/8, approved the manual for the implementation of the Basel Convention. This manual was developed to assist parties, non-parties, the private sector, non-governmental organizations and individuals in understanding the obligations contained in the Convention. The manual has not been updated or revised since this date.
