These Regulations prescribe plastic products as "environment pollutant" as defined in section 2 of the Lands Surveys and Environment Act 1989, establish minimum standards of biodegradability for plastic products and provide rules for the importation of plastic products. Plastic products means plastics bags and plastic film sheets or pellets used for the production of plastics bags and plastic film sheets.
The importation into Samoa of plastic products is prohibited unless: (a) done under a licence issued under these Regulations; and (b) complying with specified conditions attached to a licence.
