Definition(s)
Sometimes established by a COP to assist in the negotiating process for a legally binding instrument (e. a new protocol). It has the same membership as the COP, but a different bureau. When it has finished its work, it makes recommendations to the COP, which finalizes and then adopts the text. (Source: InforMEA)
