This Strategy on Development Cooperation and Partnerships 2024-2028 aims to establish a framework for enhancing the effectiveness and efficiency of development cooperation in alignment with its national priorities, including graduation from Least Developed Country (LDC) status, achieving the Cambodian Sustainable Development Goals (CSDGs), and realizing Vision 2050. Anchored in the Pentagonal Strategy – Phase I, the DCPS emphasizes government ownership, inclusive partnerships, mutual accountability, and transparency. The Strategy responds to Cambodia’s evolving socio-economic landscape, post-COVID recovery, and global development shifts. It sets five strategic goals: (1) Strengthen the ownership and leadership of the Royal Government in development cooperation; (2) Enhance the effectiveness of the process of the partnership mechanism between the Royal Government and development actors; (3) Improve the effectiveness of the implementation of key instruments that reflect shared responsibility for development results in sectors and in line with the Royal Government’s reform agenda; (4) Promote wider public dissemination of information on development cooperation; and (5) Implement and monitor the results of the implementation of the commitment to enhance the effectiveness and efficiency of development cooperation. The Strategy identifies partnership mechanisms and key tools for implementation. The partnership mechanisms defined in the strategy include: National Multi-Stakeholders Consultations, Bilateral Consultations with Development Partners, Technical Working Groups, Government and NGOs Consultation Meeting, Sub-national Partnership Dialogue, South-South and Regional Cooperation, and Global Partnership for Effective Development Cooperation. The key partnership tools include: ODA and NGO Databases, Development Cooperation and Partnerships Report, and Joint Monitoring Indicators. The Strategy also focuses on monitoring the implementation by establishing a result framework and identifying institutional arrangement for leadership and coordination.
