The Administrative Order establishes a DENR Manual of Authorities on Technical Matters, pursuant to Executive Order No. 366 (Directing a Strategic Review of the Operations and Organizations of the Executive Branch and Providing Options and Incentives for Government Employees Who May Be Affected by the Rationalization of the Functions of the Agencies of the Executive Branch) to delegate authorities and delineate functions in the Central and Field Offices. The Manual includes the following sections: (i) licenses, patents and deeds; (ii) Survey and mapping; (iii) Conservation and Development; (iv) Enforcement; (v) Environment management; (vi) mines and geosciences.
