The National Development Programme of Bulgaria 2030 is a strategic framework document of the highest order in the hierarchy of national programming documents, that determines the vision and common goals of development policies in all sectors of government. This document defines three strategic goals (Accelerated economic development; Demographic rise; Reduction of inequalities), which are extended in five areas (axes) of development (Innovative and intelligent Bulgaria, Green and sustainable Bulgaria, Connected and integrated Bulgaria, Responsive and fair Bulgaria, Spiritual and vital Bulgaria) and raises a total of 13 national priorities. This detailed version of the National Development Programme is build on the vision, goals and priorities for the socio-economic development of Bulgaria in the period 2021-2030. The document describes the areas of impacts that will be subject to targeted interventions by 2030, sorted by priorities and sub-priorities and accompanied by indicators for result, indicative financial resource, sources of funding and related United Nations development goals.
Priorities that are determined in this text are as follows: (1) Education and skills; (2) Science and scientific infrastructure; (3) Intelligent industry; (4) Circular and low carbon economy; (5) Clean air and biodiversity; (6) Sustainable agriculture; (7) Transport connectivity; (8) Digital connectivity; (9) Local development; (10) Institutional framework; (11) Social inclusion; (12) Health and sports; (13) Culture, heritage, tourism. All these objectives are completed with thematic sub-priorities. Also a preliminary impact assessment among mechanism for monitoring and control of implementation of objectives here listed are provided by this Programme.
Circular and low carbon economy-the measures will focus on the sustainable use of raw materials, reducing the amount of raw materials used in production, stimulating the use of alternative raw materials and increasing the use of recyclable materials. Clean air and biodiversity-this text is aimed at ensuring the achievement of the norms for ambient air quality and to reduce emissions of substances through the implementation of international commitments and national targets with regard to pollutant emissions and by achieving necessary standards for atmospheric air quality in settlements with excessive pollution; at stopping the loss of biological diversity, through interventions related to: the National Ecological Network (also Natura 2000), to ensure effective management of network and protection of natural habitats and species with European and national importance and conservation, strengthening and restoration of ecosystems, habitats and species, including birds and genetic material. Sustainable agriculture-establishment of a more rational structure of agriculture, acceleration in restructuring processes in industry, strengthening small family farms, achieving appropriate balance between crop and livestock production and their subsectors, the entry of young people into the agricultural business, which will all contribute to improvement of the viability of economic structures and to ensure food security; dependence of agricultural production on factors such as unfavorable natural and climatic conditions, spread of diseases and pests in plants and animals, price volatility in international markets, income support for farmers, support to the sustainability of production structures and increase of market power and competitiveness; also fisheries and aquaculture sectors are subject treated under this priority (sub-priority 6.5).
The Bulgaria National Development Programme 2030 was adopted by Protocol N. 67 of the Council of Ministers on 02 December 2020.
