This act establishes a legal framework governing matters related to atmospheric and ambient air, including the definitions of relevant terms, the determination of air quality values and thresholds, and the organisation of air quality assessment. It sets out rules for measuring, monitoring, calculating, and predicting air quality, as well as for collecting and making information available to the public, and defines air quality zones and agglomerations for administrative and assessment purposes.
The act regulates activities affecting ambient air through chemical and physical pollution, including emissions from stationary and mobile sources. It provides for registration and permitting requirements, emission limit values, monitoring and reporting obligations, and procedures for calculating pollutant dispersion. Provisions address the duties and obligations of operators, the management of exceedances of established values, and the preparation and implementation of air quality plans and short‑term measures.
Further provisions govern environmental noise and substances causing odour disturbance. The act defines noise categories and normative noise levels, establishes requirements for noise assessment, mapping, and action plans, and sets out procedures for reducing noise and odour impacts. It also regulates specific products, fuels, and activities that may affect air quality, including conditions for their use, handling, and supervision.
The act also contains provisions concerning greenhouse gas emissions, emissions trading, protection of the ozone layer, fluorinated greenhouse gases, and carbon dioxide capture and storage. It designates competent authorities, establishes registries, certification and reporting requirements, and sets out supervisory powers, enforcement measures, liability provisions, penalties, and transitional and implementing rules applicable to the consolidated legal framework.
