This Regulation establishes the Rules for granting, administering, and monitoring national and European Union funding under the intervention “Support for the Prevention of Forest Damage” financed by the European Agricultural Fund for Rural Development. The overall objective of the intervention is to promote sustainable forest management by developing and improving preventive measures against forest damage.
The support is available exclusively within the territory of Latvia and may be requested only by state institutions or derived public entities responsible for forest fire safety supervision or monitoring of forest pests and diseases. Eligible activities focus on the installation and enhancement of monitoring equipment, communication systems, and related infrastructure to prevent forest fires and to detect harmful organisms and diseases. Applicants must submit project proposals electronically to the Rural Support Service, including project descriptions, declarations, and procurement documentation in line with public procurement rules.
Funding may cover up to 100% of eligible costs, subject to limits set for each project call, and there is no restriction on the number of projects per applicant. Eligible costs include investments in fire surveillance networks, pest and disease monitoring equipment, software, communication systems, and limited general project preparation expenses. Certain costs are excluded, such as improper subcontracting, expenditure without proper procurement, maintenance of existing structures, and unrelated state fees. Projects are subject to monitoring for five years after completion, and funding may be withdrawn or recovered if obligations are breached or irregularities are identified.
