This Programme presents a vision for Hungary’s environmental development, emphasizing the interconnection between ecological sustainability, human well-being, and economic activity. It frames environmental protection not as a separate policy domain but as an integral element of daily life, land use, and national development. At its core, the Programme promotes the sustainable use of natural resources, encouraging reductions in pollution, responsible water and soil management, and efficient resource consumption.
A central theme of the Programme is the transition toward a circular economy, where waste is minimized, materials are reused, and biological resources are recovered to support soil health and agriculture. Waste management is approached holistically, highlighting prevention, selective collection, recycling, and the valorization of organic waste. Similarly, water is treated as a vital resource, with emphasis on restoring natural cycles, improving retention in landscapes, ensuring high-quality drinking water, and maintaining resilient aquatic ecosystems capable of withstanding the pressures of drought and floods.
The Programme places strong focus on biodiversity and ecosystem integrity, emphasizing the restoration of degraded habitats, protection of native species, and creation of ecological networks that sustain both wildlife and human communities. Forests, wetlands, rivers, and grasslands are recognized as essential components of ecological balance, supporting biodiversity, climate regulation, and ecosystem services such as pollination and water purification.
Agriculture and rural land use are addressed through the promotion of environmentally sound practices, including organic farming, soil protection, and the reduction of chemical inputs. These measures aim to harmonize productive activities with ecological sustainability, preserving landscapes and supporting long-term rural livelihoods. Furthermore, the Programme highlights the importance of behavioural change, public awareness, and stakeholder participation, recognizing that environmental objectives depend on the active involvement of citizens, businesses, and communities. Innovation, technology, and sustainable practices are promoted as tools to achieve these goals, creating synergies between economic development and environmental stewardship.
