The Future Drought Fund (Drought Resilience Funding Plan 2024–2028) Determination 2024 sets out the statutory framework for the Australian Government’s approach to enhancing drought resilience. It replaces the previous 2020–2024 plan and is made under the Future Drought Fund Act 2019. The Plan acknowledges the increasing severity and frequency of droughts, compounded by climate change and other natural disasters. It recognises the unique role of First Nations peoples in land and water management and promotes inclusive collaboration with a wide range of stakeholders, including farmers, industry groups, research institutions, and regional communities. The Plan provides a principles-based framework for funding decisions under sections 21 and 22 of the Act. It does not prescribe specific programs or delivery partners but is supported by a separate Investment Strategy that outlines priorities and implementation details for the 2024–2028 period. The Plan articulates a vision for an innovative and profitable agricultural sector, a sustainable environment, and adaptable communities that are resilient to drought and climate change. Its aim is to build resilience for the public good, ensuring that benefits are broadly accessible and not limited to private commercial interests. Three strategic objectives underpin the Plan: economic resilience through increased productivity and self-reliance; environmental resilience through improved landscape management; and social resilience through strengthened wellbeing and connectedness in rural and remote communities. These objectives are intended to be pursued holistically rather than through equal funding distribution. Funding principles are divided into two categories. Fund-wide principles guide the design of programs to ensure they are inclusive, scalable, and capable of delivering enduring outcomes. They emphasise co-investment, robust governance, and community-led approaches. Principles specific to arrangements and grants ensure alignment with the Plan’s objectives, delivery of public good, exclusion of in-drought hardship assistance, and promotion of transparency, efficiency, and knowledge sharing.
