Veterinarians employed by federal or local authorities must be licensed and registered with the Ministry based on their qualifications and experience. Article 4 establishes that licensed veterinarians are obligated to work under supervision if they are junior, notify the Ministry before starting or ending a job, and treat all animals within their facility without refusal unless they provide a reason. They cannot work at more than one facility at a time without obtaining temporary approval from the Ministry, which requires both facilities to be licensed for the same activity and meet staffing requirements.
