This Notification regulates the Best Available Techniques (BAT) and the BAT-Associated Emission Levels (BAT-AELs) that form the basis of the industrial green transformation (IGT) certification process for enterprises. The purpose of this Notification is to promote industrial green transformation, the circular economy, and decarbonization, as well as the efficient use of resources. Consistent with zero-pollution objectives and applying an integrated pollution prevention and control approach, the Notification aims to prevent and minimize, at source, industrial emissions and waste generation from the waste management sector that cause air, water, soil, noise, and odor pollution, thereby contributing to the comprehensive protection of the environment and human health. In order to ensure the efficient use of resources and minimize waste generation in line with circular economy principles, Annex 2 establishes the sector-specific Best Available Techniques (BAT) for the reduction of emissions from large combustion plants and gasification and/or liquefaction plants. Annex 3 establishes the sector-specific Best Available Techniques (BAT) for the reduction of emissions from facilities engaged in the refining of mineral oils and gases.
