The Order regulates Denmark’s Waste Register and the registration of waste-related undertakings and facilities in it, including recycling facilities and facilities preparing waste for reuse, collection undertakings, waste transporters, brokers, dealers and certain municipal treatment facilities. It designates the Danish Energy Agency as responsible for maintaining the register and sets rules on which undertakings must register before beginning activities, the information to be submitted through the digital self-service system, ongoing duties to report changes within 14 days, annual renewal of registration, annual fees, and deletion from the register where undertakings cease operating, lose entitlement to registration or fail to meet renewal or fee requirements. It also requires collection undertakings to have at least one person with management responsibility holding a valid collector certificate, with additional requirements for larger production units. The Order provides for supervision by the Energy Agency, excludes administrative appeal against decisions, establishes fines for operating without correct registration, giving incorrect information or failing to report changes, and includes transitional rules transferring existing registrations to the new Waste Register.
