Goals of the State Program: (a) ensuring regional food security through sustainable development and modernization of agro-industrial complex, increasing competitiveness of agricultural commodities and foodstuffs, produced in the region, creating a favorable investment climate and increasing the volume of investments in the regional agro-industrial complex; and (b) rural development, growth of rural employment and living standards of the rural population, including through the development of small and medium-sized businesses and agricultural consumer cooperation.
Objectives of the State Program: (a) comprehensive development and increase of production efficiency of crop farming, livestock farming and their products processing; (b) improving the resource potential of small forms of management, increasing employment and income of the rural population through the creation and development of a network of agricultural consumer cooperatives of various types; (c) increasing investment attractiveness and financial stability of agro-industrial complex; (d) restoring and increasing agricultural land fertility by performance of reclamation activities; (e) creating comfortable living conditions in rural areas in order to strengthen human resources potential therein; (f) promotion of horticulture and gardening; (g) ensuring efficient, responsible and transparent management of financial resources within the framework of performing established functions and powers, increasing the efficiency of budgetary expenses; and (h) ensuring epizootic welfare of the territory.
The target indicators of the State Program are: (a) index of agricultural production in farms of all categories (in comparable prices); (b) index of agricultural production in agricultural organizations, peasant (farm) enterprises, including individual entrepreneurs (in comparable prices); (c) index of crop production in farms of all categories (in comparable prices); (d) index of crop production in agricultural organizations, peasant (farm) enterprises, including individual entrepreneurs (at comparable prices); (e) index of livestock production in farms of all categories (in comparable prices); (f) index of livestock production in agricultural organizations, peasant (farm) enterprises, including individual entrepreneurs (in comparable prices); (g) food production index (in comparable prices); (h) beverage production index (in comparable prices); (i) profitability of agricultural organizations (including subsidies); (j) labor productivity index; (k) agricultural production index (in comparable prices) to the 2020 level; (l) food production index (in comparable prices) to the 2020 level; (m) volume of exports of agricultural products (in comparable prices); (n) number of high-performance jobs; (o) disposable resources of households (on average per 1 household member per month) in rural areas.
