The First Meeting of the Parties decided in Dec. I/15 to take note of the Helsinki Declaration on the Protection of the Ozone Layer adopted by all countries both Contracting and non-Contracting Parties present in Helsinki on the occasion of the first Meeting of the Parties to the Vienna Convention and the Montreal Protocol as it appears in Appendix I to this Report.
