This Act, which is composed of 128 articles, sets out the objectives of animal husbandry, breeding programs, modification and maintenance of the characteristics of livestock, transmission of selection results in the production, preservation of genetic variability and genetic reserves, organizations involved in animal husbandry, education and research relating to animal husbandry, transport and marketing of the breeding material, and means for the implementation of this Act. Provisions of this Act relate to the equine animals, bovine animals, swine, sheep, goats, rabbits, poultry, fish and bees. These provisions also apply to wild animals that are kept in accordance with regulations governing the conservation of nature. The purpose of this Act is to regulate the production of quality livestock products, the preservation of agricultural land in its function, to preserve the landscape and population, and conservation of biodiversity in livestock. The objectives are in particular: improvement of the characteristics of domestic animals with regard to their viability; maintenance of genomic diversity; preservation of agricultural land in its use or intended use; adequate production of quality animal products; to protect the welfare of livestock; to provide specific diets and feeding; implementation of sustainable farming; ensuring biodiversity in animal husbandry; implementation of hygienic and ethological norms in breeding; implementation of environmental and spatial norms; implementation of technical tasks in animal husbandry; use of results of technical, advisory, research and educational work in the field of animal husbandry; identification, marking and registration of livestock; use of information systems in livestock production; marketing of breeding material and animal products; ensuring the safety of people in farming.
Environmental protection and animal welfare are integrated directly into the framework of the Act. It stipulates that livestock activities must be carried out in a way that prevents the spread of diseases and minimizes negative impacts on the environment. Furthermore, the Act includes provisions for the protection of indigenous breeds, recognizing them as a vital part of the nation's natural and cultural heritage.
