This Law of the Interim Government provides for control by legal and administrative means of pests and diseases affecting animals, plants and their products, in order to avoid adverse effects from such pests and diseases on the economy, environment and health of the Fiji Islands. For this purpose, the Law, among other things, establishes the Biosecurity Authority of the Fiji Islands, defines biosecurity import and export procedures and provides for biosecurity border and internal control.
The Minister, on the advice of the Authority, may by Order declare any article, substance goods or thing to be a regulated article for the purposes of this Law. The Authority shall administer and enforce this Law and exercise the powers and perform the duties carried out by the Quarantine and Inspection Division immediately prior to the commencement of this Law.
The Law furthermore, among other things: defines powers of Biosecurity Officers; empowers the Minister to make Regulations and to declare regulated pests and diseases; provides for biosecurity control of one or more areas of Fiji; defines offences and prescribes penalties for such offences; and provides with respect to biosecurity emergencies.

This Promulgation applies to persons, conveyances, containers and goods outside the Fiji Islands to the extent needed for its effective enforcement.
