This Law regulates the protection of human health, animals, plants, their communities and habitats, and natural and cultural values from harmful effects, and provides for the prevention of hazards and damage caused by changes in the quality of atmospheric air resulting from various activities. It establishes provisions relating to the maintenance and control of atmospheric air quality.
The Law provides for the determination of indicators and norms for ambient air quality, including concentration limits of pollutants and deposition norms. It regulates the limitation of emissions, the establishment of alarm thresholds, and the adoption of requirements for the quality of liquid and solid fuels, including their placing on the market, distribution, transport and use.
The Law regulates emissions from stationary and mobile sources, including emission standards, monitoring, and control procedures. It provides for requirements concerning installations, facilities, fuels, and equipment, including conditions for operation, registration of activities, and implementation of permits and regulatory measures. It further provides for monitoring systems, reporting obligations, and the collection and management of data related to air quality.
The Law establishes the powers and responsibilities of state and municipal authorities in relation to the management and control of atmospheric air quality. It regulates inspection and enforcement activities, administrative measures, and penalties for violations. It also provides for programs, plans and measures at national and local level, including restrictions on activities, fuels and movement where necessary to address exceedances of established air quality norms.
