These Regulations provide for the management, administration, use, reproduction and protection of the forests and lands of the forest entirety. These Regulations consist of 8 Chapters divided into 173 articles: General provisions (I); Organization of the Forest Entirety (II); Reproduction of the forests (III); Using the forests and the lands of the forest entirety (IV); Protection of the forests and the lands of the forest entirety (V); Construction in the forests (VI); Financing the forestry (VII); Administrative and punitive provisions (VIII).
The forest entirety includes: agricultural lands unfit for agricultural use; low-production agricultural lands; lands reclaimed for forestry use; and, lands from correction of water courses. Owners of forests and lands of the forest entirety shall be obliged to manage them in a way that does not change their designation, and that fulfil the requirements of the forest development designs, plans and programmes. Individuals and/or corporate bodies shall submit an application for the exclusion of lands and forests from the forest entirety and for the change of their designation. The National department of forests shall carry out the management of the state forest entirety, the guarding of all forests and lands of the forest entirety and the transportation and processing of the timber. Chapter III deals with the following: creating new forests and fighting erosion; carrying out recovery, growing and sanitary felling. Chapter IV provides for the following regulations: concession rights on forests; the use of wood determined by forest development projects, plans and programmes; the marking of the trees for felling; tenders for the use of timber from the state forest entirety; permits for secondary use of the state forest entirety. The protection of the forests includes assessment of their health condition, prognosis for the spreading of pests, diseases and other damages in the forests, and prophylactic and quarantine measures, etc.
