The 2026–2028 Investment Program covers a three-year planning period and is aligned with Türkiye’s Twelfth Development Plan (2024–2028) and the 2026–2028 Medium-Term Program. Its overarching objectives are to preserve macroeconomic stability, support sustainable growth, increase production and productivity, strengthen public finances, encourage private-sector investment, improve public service delivery, and ensure that limited public investment resources are allocated efficiently to projects with the highest economic and social impact.
The program gives priority to investments that promote long-term competitiveness and economic transformation. Key areas include R&D and innovation, digitalization, logistics and transport infrastructure, energy, education, agriculture, food, tourism, defense industries, and human capital development. Public investments are expected to complement private-sector investment, improve the business environment, and support productive economic activities while accelerating the delivery of critical infrastructure projects.
With regard to agriculture and food, the program seeks to strengthen productive capacity and support sustainable growth through investments that enhance competitiveness and efficiency. In the energy sector, priority is given to strategic infrastructure that supports economic development and production. The program also places significant emphasis on disaster risk management, including reconstruction efforts in the regions affected by the 2023 earthquakes, disaster preparedness, risk reduction measures, and resilient infrastructure development. In terms of regional development, investments are intended to reduce regional disparities, support less-developed regions, and advance initiatives under programs such as GAP, DAP, DOKAP, and KOP, with the goal of creating more competitive and higher value-added regional economies across the country.
This Program has been approved by the Presidential Circular No. 2025/15 dated 14 September 2025.
