This Act provides for laying down rules for the implementation of the Convention on the Prohibition of the Development, Production, Stockpiling and Use of Chemical Weapons and on their Destruction. The Act defines the following relevant terms: substances; toxic substances; precursors, as chemical reagents; chemical weapons; facility; producing substances; processing of substances; international routine inspection; import and export of goods. The Act prohibits the development, production, stockpiling, possessing, transferring or using of chemical weapons, and the substances and installations for their production. Further measures covered by the Act include: Ministerial exempts from the prohibition for research or medical or pharmaceutical purposes; supervision and monitoring measures; appointment of supervisory team and international inspections; application of Dutch criminal Law.
