The Act transforms the 2012 Carbon Dioxide Storage Act into the Carbon Dioxide Storage and Transport Act (KSpTG), expanding its scope to regulate not only the permanent geological storage of CO₂ but also the planning, approval, construction, and operation of CO₂ transport pipelines and networks, including in Germany’s exclusive economic zone. Its objective is to enable environmentally responsible carbon capture, transport, and storage infrastructure to support climate protection while safeguarding human health, ecosystems, and future generations. The Act establishes a comprehensive plan-approval regime for CO₂ pipelines and storage sites—generally recognizing them as projects of overriding public interest—while maintaining environmental safeguards, particularly for protected marine areas. It introduces expropriation powers for necessary infrastructure, integrates relevant EU obligations on CO₂ storage and injection capacity, and assigns coordinated responsibilities to federal authorities for oversight and permitting.
