The Act establishes special rules and administrative procedures for the preparation and implementation of investments involving flood‑protection structures, including dams, polders, dry reservoirs, levees, river regulation structures, sea defenses and meteorological radar stations. It defines responsible authorities, permitting procedures, land acquisition rules, environmental requirements, appeal processes, and conditions for issuing and enforcing construction and expropriation decisions. The Act identifies eligible investors, including the State Water Holding Polish Waters, maritime offices, local government units, the Institute of Meteorology and Water Management, and private partners under public-private partnerships. It modifies the standard administrative, planning and property regimes to accelerate and facilitate these investments, while linking them to environmental and spatial planning instruments such as flood risk maps, flood risk management plans and environmental impact assessment decisions.
